Russia's 'dark fleet' of illicit oil tankers threaten international trade deals

The Cook Islands has been removed from an international shipping database known as the Registry Information Sharing Compact, as concerns mount over "flag hopping" and so-called dark-fleet operators.   The removal followed the seizure of a Cook Islands-flagged vessel in December by Finnish authorities, after the ship allegedly damaged a Baltic Sea cable. The Cook Islands maintains that it does not allow any sanctioned vessels to remain on its register.
